[cisco-voip] Difference between files

So for CM release 7.1.5bsu2 I can download
either UCSInstall_UCOS_7.1.5.31900-3 or   cisco-ipt-k9-patch7.1.5.31900-3

When doing a upgrade the CM does not see the IPT file but does see the
UCSInstall one.  What is the IPT one for?
