[cisco-voip] Difference between files

I believe the extension on the IPT file is where the difference is. At
the IPT file is for upgrade 5.1 releases to 7.1.5. 5.X used sgn files
rather than ISO files that 6.0 and later use.

So for CM release 7.1.5bsu2 I can download either
UCSInstall_UCOS_7.1.5.31900-3 or
cisco-ipt-k9-patch7.1.5.31900-3
When doing a upgrade the CM does not see the IPT file but does see the
UCSInstall one. What is the IPT one for?
