Phone loads 8.4.x use SCCPv17.
Loater phones loads use even newer versions of SCCP which will
experience the same problem documented in the defect.
8.3.x and earlier will use a version earlier thank 17 which IOS/CME/SRST
can parse. Those versions may have other issues but should not suffer
from this specific problem.

CM7.0 shipped with phone load 8.4 which supported SCCPv17.
To avoid v17 you need to go earlier than that.

SRST8.0: 7937, 79x1/5/2 with sccp version 17 would not register to SRST.
Symptoms: Cisco IP phones running firmware that uses SCCP version 17
cannot register to SRST/CME-SRST, or will register but not obtain any
lines.
