Unfortunately the only way you can block via calling number (ANI) when using MGCP is via the telco themselves.
Call Manager can only block calls based on called number (DNIS).

Not sure if the below is what you are after??
Not sure what kind of gateway you use (H323, SIP or MGCP etc)
But if H323 or SIP what if you matched on answer-address (match calling number of the one you want to block) and applied a voice translation-rule to that call so that it changes the called number (DNIS) which you have allocated as “the blacklist number” which you can either just leave as non-existent or have as a translation-pattern on call manager which has the Block this Pattern with Call rejected tone??
So for example say the number you want to block from calling your internal numbers is 7777 7777 regardless of the called number.
voice translation-rule 1
rule 1 /.*/ /99999999/ - changes the any number to 99999999
voice translation-profile Translate-To-Blacklisted
translate called 1 - applies the above rule to the called number
dial-peer voice 1 pots
description Block Blacklisted Number
translation-profile incoming Translate-To-Blacklisted - applies the translation-profile only to calls from this blacklisted number
answer-address 77777777
direct-inward-dial
If you wanted to do something with it on call manager (keeping in mind that by sending it to call manager the called number needs to be accessible via the gateway on call manager)
dial-peer voice 10 voip
description Block Blacklisted Number
destination-pattern 99999999
session-target “callmanager ip”
On call manager create a translation pattern like the following:

Here’s a simple route pattern to block a specific number. We typically use a route filter to block a long list of toll fraud numbers that we’ve discovered over the years. I would be curious to see if others do the same and if so what numbers/area codes, etc., do they block.
