Sorry you can also add the call preserve under the global config instead of the voice class:
voice service voip
h323
call preserve

Yes it does drop active ISDN calls.
Unless you have call preservation turned on.
On your H323 gateway you need the
Call preserve command like so:
voice class h323 1
h225 timeout tcp establish 3
call preserve
And on call manager you need to enable the "Allow peer to preserve H323 calls" parameter. You click Advanced first before being able to see it.

I know it does not physically restart it, I am just worried about active calls.

Restarting or resetting an H.323 gateway does not physically restart/reset the gateway; it only reinitializes the configuration that was loaded by Cisco Unified Communications Manager. When you reset any other gateway type, Cisco Unified Communications Manager automatically drops the calls that are using the gateway. When you restart any other gateway type, Cisco Unified Communications Manager attempts to preserve the calls that are using the gateway.

So if I reset the route list does it reset the h.323 gateways in the route groups and drop the active calls?
Does this behavior change in any newer version?

It will not work without the reset of the route list, unfortunately.

Running CUCM 6.14. I need to change the order of a route list so calls go through a different gateway first. I know it says I have to reset the route list but do I really need to? Will it work without the reset? I don't want to drop the active calls on the gateway.
