The idivert key uses the VM profile target. So, it's likely possible, but not without side effects and likely not scalable.
Create a voice mail profile and pilot with the target's DN. Assign that VM profile to the line wanting to do the diverting. If the line that wants to do the diverting has voice mail, you'll have to enter the voice mail pilot in the the forwarding fields rather than checking the voice mail button.
