[cisco-voip] Restoring to a different version...

We reviewed this and found too many if/then/else branches.  There are 
rules of thumb, but places where those get you in trouble.

The safest practice is to always restore to the same version.  I believe 
restore is getting increasingly closer to locking it down to this level.
