[cisco-voip] Ringback instead of busy/disconnect

Hi Karen,
Thanks for the suggestions however they didn't yield any results. I've
copied the q931 debug below, you'll see the Alerting at 21:54:30 and
then the disconnect/release doesn't come until 17 seconds later. There
are a couple of events in between that I'm not sure about.
