[cisco-voip] Preferred IOS 15 Version

I wouldn't go so far as to say you only run the BU special if you hit
a bug.  Engineering specials for IOS are generally one-off releases
for 1 customer.  Engineering specials for CUCM/Unity I believe are
simply interim images between minor releases.  Interim releases exist
for IOS, but they are rarely needed to give to customers, though they
are available.

As for BU specials, these same images existed in the 12.4 range:
12.4(15)XW, XY, XZ  as well as 12.4(22)YA and YB, etc.  It just allows
people who want the newer features sooner.  The BU gets more people to
test the code in essence, and you get a lot of the features earlier.
CME and CUBE are two of the things that regularly available in the BU
special before the main code is released.
