[cisco-voip] Preferred IOS 15 Version

This is a great explanation. Thanks Nick.

It looks like it's going the same route as ES's for Unity Connection.  
Basically they want everyone to start with the mainline and only  
upgrade to a BU special if they run into a particular bug.
