Unfortunately, it's a matter of economics. Old technology for an old guy. 62 years young. :>)
Running CRS Editor on the CRS Server. Logon server shows the correct server. Think this may be a bug as I can run the step editor and it debugs correctly so I'm just going to ignore it. Thanks for everyone's input.

You should not need to restart UCM to get anything to work.
Are you running CRS Editor on your workstation or on the CRS server? Did you specify the logon server when logging into the Editor?

I'm not sure I'd call IPCC 4.x 'modern' :)
On that note, if you are debugging, why don't you just point your CRS
editor to the other server and use it to debug?
