Test and Fixed. FYI, this also effects IP Communicator version 7.0.
With Date/Time Group set to "(GMT-6:00) CST6CDT" all 796X and IP Communicators had time at GMT.
When the Date/Time Group was set to "(GMT-6:00) America/Chicago*" all phones got the correct time.
There is a comment on the page "Entries with * are compatible with legacy phone loads". I can't type symbol here but the * is actually the character that looks like two + on top of each other.

I found the answer. You are correct Tim. I will try this in the AM and report back.
"legacy" means any 3rd gen phone version before 9.0(2). So it is not necessarily the hardware model, it is the fact that they run Phone Loads prior to 9.0(2).

clarify timezones for legacy/non-legacy phone loads
Symptom:
All phone loads that come with CM 7.1.3 are considered legacy phone loads, but because there is no documentation covering this, it's assumed that this is talking about really old phone loads.
Traditionally "legacy" phones have referred to:
12SP+ or 30VIP phones
7940/7960 phones
7970 phone loads before 6.0(4).
However in this context "legacy" means any 3rd gen phone version before 9.0(2). 3rd gen phones include:
7911,7941,7942,7961,7962,7970,7971,7906,7945,7965,7975
The following phone models should not be affected:
7905, 7912, 7940, 7960
What happens is when a time zone that doesn't have the * is configured,phones with firmware version prior to 9.0(2), will use GMT and not what they are configured to use.
Conditions:
CUCM 7.1.3.1000-11
Workaround:
Have to use a time zone that has a *. Some documentation that discusses the phone load will resolve what is a legacy and non-legacy phone load.

For the 7900 series phones, you need to use the time zone names with the * in the name.

CallManager is sync'd with a public NTP server and displays the correct time with timezone. (verified with show status and utils ntp status)
I have a Date/Time Group configured with CST GMT - 6:00. The Device pool has this Date Time Group.
All of the phones time is 6hrs off. They display GMT time. I have created other Date/Time groups with different offsets and the time on the phones never changes from GMT.
Ideas? This is a new 7.1.3 install, not an upgrade from 5.1.3.
