Just out of curiosity, but what are the legal ramifications of this?
You are technically interfering with the routing of an emergency services
request and could run into some pretty serious legal jeopardy (at minimum
serious civil liability if Unity goes down....)
In IL the installer of the phone system is legally responsible for the
routing of 911 calls (both the 911 and the X.911 pattern (X being the access
code)....
