[cisco-voip] problem with ISDN and H323

There is a 15 second gap between the Call Proceeding and the Disconnect:

Check the CSS of the GW in CUCM and make sure it can call the phone.   
Maybe the GW is hitting a unexpected pattern which is waiting for more  
digits.
