There is a 15 second gap between the Call Proceeding and the Disconnect:
*Jan 4 16:51:03.181: ISDN Se0/0/0:15 Q931: TX -> CALL_PROC pd = 8
callref = 0xCE00
Channel ID i = 0xA9839F
Exclusive, Channel 31
*Jan 4 16:51:18.217: ISDN Se0/0/0:15 Q931: TX -> DISCONNECT pd = 8
callref = 0xCE00
Cause i = 0x8092 - No user responding
Check the CSS of the GW in CUCM and make sure it can call the phone.
Maybe the GW is hitting a unexpected pattern which is waiting for more
digits.
