[cisco-voip] Emergency Responder not seeing phones on switches or by IP Subnet

FYI,

Got this working.

SNMP wasn't working 100% on the CUCM subscriber server. It was
responding to SNMP walks, etc and we had to restart the SNMP Service
on the subscriber then reboot CER and now it seeing the phones and
extensions fine, etc.
