Interesting. I am not sure why that would occur after an upgrade.

I recommend doing the following:

go to the ccmadmin page and check to see if there are any
multicast-enabled music on hold servers. assuming there are not, go to
the "service parameters" page, select "ip voice media streaming app,"
and check the list box all the way at the bottom of the screen to see
what codecs are enabled for music on hold. Make sure g.711 and g.729a
are both enabled. Again, dont enable additional codecs unless
multicast isnt enabled on any of your moh servers. (you can, but you
need to understand the potential bandwidth impact.)

if you DO have servers enabled for multicast, look for the command
"ccm-manager music-on-hold" in your IOS gateway.
if it still doesnt work after this,

on the GW:
debug cch323
debug h225 asn1
debug h245 asn1
debug h225 q931
debug voip ccapi inout

on CM:
enable detailed traces, make sure "h245 message tracing" checkbox is checked,

make a test call, place it on hold, take it off hold, and get the IOS
and ccm debugs/traces, and we will fix your problem.

...also, make sure all of your music on hold servers are registered.
