Depending on your CUCM version you can set CUCM to automatically prefix a 9 (or 91) to the calling party number for all calls by number plan.   Go into advanced service parameters for ccm and search for "prefix" or look at the bottom of your H.323 gateway in CCMAdmin.

Hi David,
 
Is this an inbound call form 911 or an outbound call to 911.   Whatever the egress device is, phone or GW, will use the Calling Party Transformation CSS assigned to that device to modify the calling party numbers.  The Calling Party Transformation patterns you create need to be in a partition not None.  Those partitions need to be in the CSS assigned to the Calling Party Transformation CSS  of the egress devices.
 
I recommend reading the SRND to gain a better understanding of how these transformations work:

How about the called number, should I need to add it to the new partition for activate the service.

You need to put your Called (and Calling) Party Transformations in a Partition.  If they are set to None then they won't be applied.  Make sure to put that Partition in the assigned Called Party Transformation CSS.  The transformations take place on the egress device, ie, the GW for the 911 call. 
 
Checkout the CUCM SRND for more information on how the transformations work.
