It is recommended that the partitions used for transformations are not
used for call routing. Please see this:

I believe the missed calls will have 911 not 9911.
Your best bet, I think, is to get the translation rule to work from
your other thread. Another option is Translation Patterns in CUCM but
this wold complicate your dial plan. The Translation Pattern would
have to match the DN of the phone(s) and the GW CSS would call the
TP. The TP would prefix 9 to the calling party number and have a CSS
that can call the phones.
