Matt - you're spot on.

If there are multiple DID's being delivered via POTS lines, the carrier is
likely sending them as DID trunks, not traditional analog lines.  The proper
P/N for terminating these is going to be the VIC2-FXS/DID.

My *guess* is that the carrier probably has a single trunk group (15 DID's)
arriving on the BRI and the other 3 trunk groups split across the 13 POTS
lines.

I do agree with the other matthew (wow...lots of us in this thread) that in
most metro markets the breakeven point for PRI vs. POTS service is between
6-10 POTS lines - I'd highly suggest that if time allows you investigate
migrating to a PRI instead of DID trunks.  If not, then you'll need the
VIC2-4FXS/DID cards if these are indeed DID trunks.
