[cisco-voip] block incoming unknown number

Thank you for your feed back.
I think Scot's suggest here would work for us.
As I am plan to upgrade CUCM to 7.1, I think I should change MGCP gateway to
H.323.
Is there anything I am going to loose convert MGCP gateway to H.323?
