Try testing with H323?
However I don't think that's the issue. The carrier doesn't like that your requesting Speech, maybe they are expecting video in provisioning? Can you compare debug isdn q931 to another PRI (sorry don't have a sample handy)?
I'd get the carrier involved to look at their side.

Any good ideas on this one? CUCM 7.13 w/MGCP 2911 gateway using Japan, NTT, BRI Interfaces. I'm able to make inbound calls with no issues. Outbound gives me this and then fast busy:
