Have your tried sending a different bearer cap type? if so have you contacted the carrier to see what subscription they have you set to? From Cisco's point of view that error code means the bearer cap requested is correct but you are not allowed to use it.....

Any good ideas on this one? CUCM 7.13 w/MGCP 2911 gateway using Japan, NTT, BRI Interfaces. I'm able to make inbound calls with no issues. Outbound gives me this and then fast busy:
