This resolved the issue of my outbound not working correctly.  All
inbound and outbound calls will connect, but all you hear is static.  Am
I missing another command here?

The telco is rejecting your setup as you're sending call stack as alaw,
Japan uses ulaw.

Any good ideas on this one?  CUCM 7.13 w/MGCP 2911 gateway using Japan,
NTT, BRI Interfaces.  I'm able to make inbound calls with no issues.
Outbound gives me this and then fast busy:
