shouldn't the switch type directly underneath the bri interface be NTT rather than basic-net3?

the global would would be overwritten by the interface specific one......

I took out hostnames, IPs, etc, but you should be able to get the idea.  I tried messing with the input gain on the voice port, but no luck.  It sounds what Cisco calls "Fuzzy Voice" almost.  Except extremely bad. I'm only using the first BRI interface for now.

This resolved the issue of my outbound not working correctly.  All inbound and outbound calls will connect, but all you hear is static.  Am I missing another command here?

The telco is rejecting your setup as you're sending call stack as alaw, Japan uses ulaw.

Any good ideas on this one?  CUCM 7.13 w/MGCP 2911 gateway using Japan, NTT, BRI Interfaces.  I'm able to make inbound calls with no issues.  Outbound gives me this and then fast busy:
