[cisco-voip] Application Dial rules...what is affected?

Dear all;

 

I was configuring CUCIMOC for a customer and had to use application dial
rules for click to call to work properly "to add 9 as an access code
before the number" however I noticed that SNR is affected by this as the
CUCM now adds 9 before the Remote destination before ringing it...

 

Anyone has a reference of what Application dial rules is applied to.
