[cisco-voip] SRST with MGCP on a VG224

I've always done the VG224's with SCCP (stcapp) and set the SRST
router as a sccp ccm association, so when ccm sccp connection fails it
connects to SRST router via sccp. I've tested this 2-3 times in SRST
fine.

Only gotcha is that SCCP only supports basic call features with SRST,
so like call-transfer (hookflash) isn't "supported" officially in SRST
mode but I've seen it work fine on 15.01 on a 2900 series, and lock up
FXS ports on a 2800 with 12.4.24T when hook flash was attempted.
