Are you doing it to save power or to easily prevent access in/out of  
the network?
If for power savings, I'd install a power bar and use that. It costs  
little to replace a worn out power bar.
If for access, I'd configure an ACL and set up cron/expect to apply  
(allowing admin access to remove said ACL).
Of course I'm sure there are other ways…
