I am by no means a router expert.  However, this sounds like a very 
interesting question.  For router modules that use disk storage, 
especially those such as Cisco Unity Express, rebooting increases disk 
activity which will *eventually* lead to disk failure.  This is in line 
with desktop recommendations that discourage placing page files on SSD's.
