[cisco-voip] Weird error trying to create a new route list

  Interesting, the description talks about adding a new RL AND modifying 
existing ones, but the Release Note available through the Bug Toolkit 
talks about renaming only.

By the way, to get the fix for CSCsu25397, you would need be provided 
with the latest ES from TAC since even 4.1(3)sr8a does not contain that fix.
