[cisco-voip] Weird error trying to create a new route list

Ok thanks. Hopefully opening a case tomorrow will yield similar  
results as this thread. The bug must have been introduced with an SR  
that we applied sometime in the last two years since that's about the  
last time we made updates to the route lists. Go figure.
