To debug DTMF:

SIP:
debug ccsip messages
debug voip rtp session named

MGCP:
debug mgcp packet

H.323
debug h225 asn1

RFC2833:
debug voip rtp session named

debug vpm signal can be helpful for T1 CAS, FXO, FXS

debug voip dialpeer for SIP/H323 dial peer DTMF.


It may be a signaling issue rather than a pure DTMF issue as mentioned.
