[cisco-voip] Fax on FXS problem

IOS 15.0 canceled cisco fax relay since it's a legacy method that is not
suggested for use. Since the PVDM3's are 15.0 and later, there is no reason
for them to do so. The bug is that IOS still has some subcomponents that
are trying to use Cisco fax relay, and they're removing that.
