[cisco-voip] call forward all from non-primary line

I thought in the recent CUCM versions, you could use the CFwdAll softkey on a non-primary line appearance.  I know you can in CME, but thought they recently added it into CUCM 7.1 or 8.x.  But, just tried on CUCM 8.0(2c) and still get "that key is not active here."  Can anyone confirm if this is built in natively yet, or is a 3rd party app or ccmuser access still required for this?
