[cisco-voip] CUCM Upgrade Tool

Nothing has changed.  The UCSInstall_UCOS file that is posted on cisco.com for 7.x upgrades is the same file that will get you from a (supported) 6.x version as well as a 7.x upgrade.  It is the full build, just not bootable.  

I can't speak to any efforts to make software delivery downloadable but I think everyone agrees it would be a very good thing.
