[cisco-voip] Cisco Emergency Responder

We're using CER with a Juniper switching infrastructure.  We are using the subnet tracking and this seems to work out well.  Able to track phones per-floor and east vs. west based upon subnet.  Certainly not as nice as going all-Cisco, but it does still work well and provide benefit.
