On the hard-phone you may remove the "NEW CALL" soft-key. Just explore if any similar option in CTI-OS.

Maybe you could do some creative scripting with UCCE. That way it is not actually the agent dialing the number, but a transfer to the trigger and then the script doing the rest.

Logical Partitioning was designed for just the opposite - prevent forwards/transfers for certain call flows:

I've not looked closely but perhaps the structure can be creatively configured to enable your request.

Call Center Agent shouldn't have access to dial any internal or external number unless they are performing a transfer or conference. 

These agents are using CTIOS  and CUCM version 7.1.2. 

I don't see how I can turn on this access when transferring or conferencing a call.  I was hoping the Call Forward CSS came into play when using these softkeys but testing proved otherwise. 

Is this possible?
