[cisco-voip] Extension Mobility - Allow Proxy

I am developing a web gui that utilizes the Extension Mobility API which
needs the ability to use Extension Mobility Proxy Rights.
I am developing against a test CUCM 7.1.2.10000-16 single server with a demo
license on it. I have made sure that the Allow Proxy Service Parameter is
set to True, but when I restart the Extension Mobility service and check the
logs it gives the following:

Is there something with the demo license that would prevent me from Allowing
Proxy for the EM service?
