[cisco-voip] Route Pattern Not Allowed b/c of International Strip Digits

Add failed. [25256] International Strip Digits should be empty for devices other than H323 gateways and trunks and MGCP T1/E1 PRI and BRI gateways

I get the above error trying to add a route pattern 5[0-1]XX to route over an intercluster sip trunk. What the heck is causing this? I'm not trying to strip any digits..
