[cisco-voip] Strange behaviour of call from CCM managed phone to PSTN

Folks,

When calling PSTN number from CCM 7.0 managed phone, the call goes
through Cisco 3825 MGCP gateway. PSTN receives the audio stream just
fine. On the CCM managed phone the audio stream is also present
(verified by byte counters on the phone and by sniffer). Codecs are
G.711u on send/receive on both ends. The RTP stream coming to the
phone has all 0s in the payload part of the packet. What could be the
issue?

I went through the "unidirectional audio" document and verified to the
last bit that routing is in place, codecs are in sync, etc.

This is a test setup, any change can be made with no harm to anything.
