[cisco-voip] International Calling Weirdness

Look at your plan type with Qwest.

here in Oregon they want you to strip the 011 and add the type
international.

that usually ends up being my problem.  if that is set corrrectly(check with
debug isdn q931) then open a ticket with the telco.  most likely it will be
on there side.
