[cisco-voip] CCM 712 speed dialing updates

Not automatically.  Speed dials are just number fields open to the user to configure whatever they want.  Your best bet would be to use AXL to poke through the database and update every speed dial that matches a certain pattern (or patterns) to whatever value you want.
