You could have a million customers vote a feature up. And nothing would happen. 

Then, you could have one customer with a million dollar order on the line for forwarding secondary lines. 

Bottom line is, money talks.

I bet it's in the same queue as "Call Forward Non-primary lines". I 
know the request was around for awhile in the CIPTUG feature request 
system.
