The answer is no.  All you need to see a desk phone's presence is to
have an end user associated with the line appearance.

I don't think so, where are you trying to look at the presence from?

For me to see the status of a regular IP desk phone  is it required that
they have an associated CUPC instance and desktop control enabled?
