[cisco-voip] CallManager Express 7.1 on 3900/150-1.M1

Shouldn't this router running CME come from the factory with CME 8.0?  Since it came with CME 7.1 shouldn't there be more .html files on the flash0: for GUI administration? Also what version of the CME GUI files would I put on 3900/15.0 ?
