That's the official word, but it's still in the plug in page on
7.1.3.32900-4.

Per PM:
"the AC plug-in has been removed from the download sites because Cisco ended
support for the product. If a customer previously obtained the AC plug-in
from the download site, the customer can still use that plug-in. Our
understanding is if the customer doesn't have the plug-in, they can no
longer download it."

I could be wrong, but I don't believe you can download it anywhere any
longer.  As it's EOS (sale) and will soon be EOL, the only place to obtain
it for UCM 7 is from an existing install, or via an upgrade from 6.x or
earlier.
