Well...technically, no. A cluster can definitely be provisioned without
VOSS, and then added into VOSS to take over the management. The problem
comes in the fact that VOSS does not "learn" all the users, phones, devices,
etc that exists on the CUCM. For everything you want managed via VOSS,
you'll have to configure it in VOSS.
