[cisco-voip] phone button permissions

I'm running Cm 6.1.4.2000-2

I have given our Helpdesk read / update permissions on "Phone Button
Template web pages" but when they go into change a phone template they can
move the second button down, but can not move anything over on a 7941 for
instance.

The original phone web page goes to error 404.

What permission do you need to be able to change dynamic phone templates?
