[cisco-voip] Phone login profiles and different phone versions

The release notes for 7.1 should have a pretty big section dedicated to this.  Basically everything should work, but for depending on the device profile model and the phone model the phone may default to the default phone button template.

Reboots should only happen when the phone switches locale, iirc.
