I think it will work and register.
There is a reason Cisco puts out those design guides on what you should do.
I have never gone wrong following the guides. If they need more than 24
ports they need to step up to a higher server.

As per the below document Unity connection 7.1 on 7825 only supports 24 port
in integrated messaging scenario.

however I was able to configure a license with 144 ports and all of them are
registered to CUCM.anyone know how this will work?? Would the server accept
only 24 calls and reject what is above that or what??
