This might help, but is not a real solution, but I don't know of any other.
Create a translation pattern with the last digits from your DID, check if
your h323 gw settings are set to significant digits.
Now select the radio button on the translation pattern where it says block
this pattern..
This should do a similar trick.

Hello group
last night we updated our cucm cluster to Version 7.1(3a).
Now we run into the problem, that calls from the PSTN (3750 with PRI
Interfaces connect to the CUCM with h.323) to a unknown number don't get the
busy signal. The 4.2(3) Cluster did exactly that.
Has anyone an idea how we could fix that?
